Dick Brainard and his boat Brer Fox won the eighth annual Thistle National Championship at Racine, August 25-28, with a total of 12½ points. After an initial unexpected first place finish, Brainard capitalized on his lead to win the championship ahead of Harry Sindle's Vim II and Sandy Douglass's Paukie I. The regatta featured excellent conditions and the largest turnout of visitors in championship history.

Editor John Stevens expresses his frustration with departing editor Roger Waite, who left his post citing better pay and shorter hours elsewhere. Stevens questions Waite's dedication to the magazine and wonders whether Waite, now that he has abandoned the challenging work of editing, will find happiness in his new position.

Ronald J. Small of Huntington, L.I., was elected president of the Thistle Class Association at the annual meeting in Racine. The new administration includes George Hamilton as first vice president, Les Heyer as second vice president and director of publicity, John Spangenberg as measurer, and a new editorial team for the Bagpipe. Tony Hermann and Jim Hendricksen were elected to honorary positions of commodore and vice commodore.

The Governing Board appointed a committee to clarify inadequacies in measurement procedures within the Constitution and By-Laws. The committee recommended amendments to give the Chief Measurer greater authority and responsibility for measurement decisions, with specific amendments proposed to Articles X, XIV, XIII, and XV of the constitution.

The annual meeting voted on various rigging and equipment modifications for Thistle boats. Hiking straps and several other items were prohibited, while regulations were clarified on spinnaker poles, working sails, and hull specifications. The new rules take effect immediately and will be enforced in all official races.
